    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>On Wednesday, December 1, 2010, members of PA USAR Squad 3 responded to a structural collapse incident at a residential home in Blue Knob, Pennsylvania located within Blair County. Heavy rains caused the entire Side C basement wall of the structure to collapse. Under the direction of Team Leader Gary Dennis, members worked through heavy rain/sleet and high wind conditions to stabilize the structure to prevent a total collapse of the home. Team members used mechanical shoring followed by vertical wood timber shoring.</p>]]></content:encoded>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>The South Central Mountain Regional Task Force will host its Second Annual Fall Educational Symposium on Wednesday, September 29, 2010, at the Blair County Convention Center.  This symposium will bring experts from the agricultural, communications/information services, law enforcement, emergency medical services, and health and medical sectors together with first responders from across the eight county region to explore issues pertaining to the health, safety, and well-being of all Pennsylvanians.  The conference will build upon the success of last year’s inaugural forum, and will provide an excellent opportunity for participants to expand their knowledge base while networking with colleagues from other agencies.</p>
<p>Subject matter experts will present seminars on a variety of timely and critical topics ranging from agroterrorism to H1N1 Lessons Learned, and will provide participants with the latest information necessary to maintain security within the region.  The event will feature a Keynote Address by motivational speaker Bobby Smith, Ph.D., a former Louisiana State Trooper who was shot and blinded in the line of duty.  Dr. Smith is the author of two books, and his motivational training seminars speak to issues of courage and teamwork across the continuum of emergency response.</p>
<p>Additionally, specialized response equipment from the region purchased in part by U.S. Department of Homeland Security funds, will be showcased at the event.</p>
<p>The SCMRTF is of one of nine regional task forces statewide, and  provides All-Hazards planning, mitigation, response and recovery services to the citizens of the region comprised of Bedford, Blair, Centre, Fulton Huntingdon, Juniata, Mifflin, and Snyder counties.  All aspects of emergency preparedness are addressed by the organization, and the Task Force supports and promotes the efforts of local responders by providing opportunities for training, exercises, and resource procurement.  Emergency Management Coordinators from each of the eight counties serve on the South Central Mountain Regional Task Force Executive Board, which is lead by Chair David Cubbison of Bedford County.</p>

    <description>The Department of Health will distribute potassium iodide tablets on August 12, 2010 for residents living near nuclear facilities at no cost</description>
    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Harrisburg – The Pennsylvania Department of Health will offer free potassium iodide, or KI, to people who live within a ten-mile radius of the five nuclear power plants operating in Pennsylvania. The tablets will be available at 12 locations on Thursday, Aug. 12.</p>
<p>The upcoming distribution is for residents who were unable to take advantage of past KI events; have recently moved near nuclear power facilities; work or attend school within a ten-mile radius; or are unaware that KI tablets are regularly available through county and municipal health departments and state health centers.</p>
<p>KI, when taken as directed, helps protect the thyroid gland against the harmful effects of radioactive iodine that may be released during a radiological emergency. Because not all radiological releases involve radioactive iodine, residents should not take KI tablets unless directed to do so by Pennsylvania state health officials and the Governor.</p>
<p>Four 65-milligram tablets will be issued per person during the Aug. 12 distribution. People can also get KI tablets for their family members or others who are unable to pick them up on their own. Directions on how to store the tablets and when to take them will be provided.</p>
<p>Anyone who is not allergic to iodide can take KI. It is safe for pregnant women, women who are breastfeeding, people on thyroid medicine, and children and infants. Individuals who are unsure if they should take KI should consult a doctor.</p>
<p>Pennsylvania’s five nuclear power plants are closely regulated, secure and well maintained. The facilities are:</p>
<ul>
<li>Beaver Valley Power Station</li>
<li>Limerick Generating Station</li>
<li>Peach Bottom Atomic Power Station</li>
<li>Susquehanna Steam Electric Station</li>
<li>Three Mile Island Nuclear Generating Station</li>
</ul>
<p>The tablets were first distributed by the department in 2002, and again in 2009 when the original tablets expired. If residents are unable to attend the clinics on Aug. 12, they can pick up KI tablets any time at county and municipal health departments or state health centers. Since last year, more than 550,000 KI tablets have been distributed to residents, businesses and schools located within a ten-mile radius of Pennsylvania’s nuclear facilities.</p>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>Sixteen members of the regional <a href="http://www.scmrtf.org/news/teams/incident-management-team" class="internal-link">IMT</a> came together in State College, Pennsylvania on Thursday, July 8, 2010 to participate in an exercise using the two simultaneous Arts Festivals occurring in the area that week as a backdrop.  The purpose of the day was multi-faceted:</p>
<ul>
<li>serving to exercise current festival emergency response plans</li>
<li>identify and propose solutions to gaps in those plans</li>
<li>create an opportunity for the newly formed IMT members to function together for the first time by working through a complete operational period</li>
</ul>
<p>Individuals representing multiple counties in the <a href="http://www.scmrtf.org/news/welcome" class="internal-link">Task Force</a> comprised the team. This exercise allowed many of the members to utilize ICS position specific training for the first time outside of the classroom setting.  Even though the day revolved around a real time incident, the stress level remained calm and relaxed providing the ability to work through difficulties as they arose.</p>]]></content:encoded>

    <content:encoded xmlns:content="http://purl.org/rss/1.0/modules/content/"><![CDATA[<p>As thousands of visitors enjoyed the opening day of both the People’s Choice Arts Festival and the Central Pennsylvania Festival of the Arts, Emergency Service Leaders spent Thursday, July 8, 2010 training for potential emergencies.  Sixteen members of the recently formed <a href="http://www.scmrtf.org/news/teams/incident-management-team" class="internal-link">Incident Management Team (IMT)</a> from the South Central Mountain Regional Task Force (SCMRTF) focused on testing existing emergency response plans along with practicing on how to effectively assist local officials if a catastrophic disaster were to occur.   The SCMRTF was initially created to focus on preparing to respond to terrorist incidents, but has since evolved to encompass an all-hazard approach, regardless of the cause, within an eight-county region.  The IMT is comprised of experienced and specially trained leaders from emergency service agencies throughout the region that are able to respond to assist local officials during a large or prolonged incident.</p>]]></content:encoded>

<h2>Cardiac Science Corp. Powerheart and CardioVive Automated External Defibrillators: Initial Communication</h2>
<p><b>Audience:</b> Cardiology healthcare professionals, hospital risk managers, biomedical engineering staff, emergency responders</p>
<p>[Posted 11/19/2009] Cardiac Science Corporation has received multiple complaints related to defective components in these AEDs that indicate the affected devices may not deliver electric shocks and that the devices’ self-test may not detect the defect in advance of their use. 300,000 Cardiac Science AEDs worldwide are potentially affected by this problem. The G3 Series devices were manufactured between August 2003 and August 2009. Affected models include the following:</p>
<ul>
<li>Powerheart models 9300A, 9300C, 9300D, 9300E, 9300P, 9390A, 9390E; and</li>
<li>CardioVive 92531, 92532 , and 9253</li>
</ul>
<p>Because the AED display screen and/or audible indicators may not accurately indicate whether the device is functioning properly or will function properly at time of use, FDA encourages users of the affected AEDs to follow the additional precautions provided in this communication. FDA is gathering more data about this situation to better understand its potential public health impact and will make available any new information that might affect the use of these AED devices. Prompt reporting of adverse events can help FDA identify and better understand the risks associated with medical devices. FDA encourages anyone who suspects any electronic or mechanical problem(s) with an AED to file a voluntary report through MedWatch, the FDA Safety Information and Adverse Event Reporting Program.</p>]]></content:encoded>
