HSEEP Training Course - L146 - Exercise Planning and Design

The HSEEP Training Course is an intermediate-level training course that incorporates exercise guidance and best practices from the HSEEP policy documents. The course prepares participants for exercise planning activities through identification of the five phases of the exercise process, the tasks associated with each phase, where exercises fall within the cycle, and the critical role exercises play in preparing the whole community to respond and recover from major emergencies. The course is designed to convey the importance of utilizing HSEEP resources as a primary planning tool for the Nation’s emergency preparedness officials when engaged in the management, design, development, conduct, evaluation, and improvement of their Emergency Response programs. The HSEEP Training Course is a classroom instructor delivered course to field public and private sector organizations where participants learn about topics including: • Program management • Design and development • Conduct • Evaluation • Improvement planning The goal of the course is to provide professions with a set of guiding principles for exercise programs, as well as a common approach to exercise program management, design and development, conduct, evaluation, and improvement planning. Through the use of HSEEP, exercise program managers can develop, execute, and evaluate exercises that address the priorities established by their organization’s leaders. ________________________________________ Target Audience HSEEP implementation for exercise planning involves participants from a wide variety of agencies, partner organizations, jurisdictions, and disciplines. Each brings a unique perspective and has particular concerns related to their role in the planning process. As such this course is designed for local, State, Federal, trust territories, tribal nations, volunteer organizations, and private industry emergency management/response personnel with the responsibility for exercise program management and/or who serve as a member of an exercise planning team, and it is designed to meet the needs of this varied audience including the following: State Administrative Agency (SAA)– The SAA is comprised of one or two persons per State who interact with the DHS Preparedness Directorate’s Office of Grants and Training (G&T), oversee a statewide exercise program, and ensure the program is funded and managed. The SAA primarily needs the program management view of HSEEP and a working knowledge of the full program management cycle. Exercise Planning Team Leader– The Exercise Planning Team leader is responsible for overseeing the planning process and adhering to the planning timeline for a single exercise. The Exercise Planning Team leader also interacts with the SAA to receive funding, facilitates exercise planning conferences, and distributes funding to the participating agencies. The Exercise Planning Team leader needs a general understanding of the program management function and detailed knowledge of all aspects of exercise design, development, conduct, evaluation, and improvement planning, including resources and available support tools.
